Risk Assessment Criteria
Return to Contaminated/Impacted Sites
Environment and Climate Change expects that a risk assessment approach will be used in assessing the significance of contamination on a property. For environmental site assessments, Environment and Climate Change will accept applicable risk assessment criteria from the Canadian Council of Ministers of the Environment (CCME). These criteria include:
- CCME, Canadian Environmental Quality Guidelines, 1999 - present
- CCME, Canada-Wide Standards for Petroleum Hydrocarbons (PHC) in Soil, 2008
- Health Canada, Guidelines for Canadian Drinking Water Quality - Summary Table, 2022
Where there are no applicable criteria developed by CCME for the parameter(s) being assessed, Environment and Climate Change will accept the use of criteria from other sources and jurisdictions with proper justification. The intent is to use the best available science to assess the significance of the results of an environmental assessment. Criteria from other sources and jurisdictions that have been used for site assessment reports in Manitoba include:
- Alberta Tier 1 and Tier 2 Soil and Groundwater Remediation Guidelines
- Ontario Ministry of the Environment, Conservation and Parks, Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act, 2011
